Mackay Regional Council has recently joined the ADAC consortium as a core member, and Whitsunday Regional Council has recently joined as an associate member.

 


 

The ADAC (Asset Design & As Constructed) product is developed and maintained by a consortium of Local Government agencies in Queensland in conjunction with the Institute of Public Works Engineering Australia - Queensland Branch (IPWEAQ).  The process is used to facilitate the collection and lodgement of detailed information on contributed civil infrastructure and associated assets provided by the private sector to Councils, and in ongoing management of those and other assets within Councils.

The consortium has developed a standard which defines:

  • the information required for each asset type;

  • the terminology to describe this information; and

  • allowable values

Interested utilities are invited to join the ADAC consortium as either Core or Associate members.  All members receive access to tools and materials developed to support ADAC implementation, with Core members also enjoying a position on the ADAC Strategic Reference Group and Technical Reference Group which meets approximately every two months.  This allows an opportunity to shape the future direction of the standard and other products, and to interact with other experienced members who have successfully steered ADAC through their organisations.

BENEFITS

A number of benefits have been recognised with the adoption of the ADAC process:

  • Significant time and resource savings in the processing of "As Constructed" data

  • Improved consistency and accuracy of detailed asset data provided to councils

  • Ability to perform "rule-based" quality control checks on the supplied asset data ansuring completeness and integrity

  • Capability for automated uploading of asset data to GIS, asset management databases and other tools

  • Transparency of asset registration and valuation processes, resulting in improved corporate governance

  • Capacity to reconcile individual donated trunk assets with infrastructure agreements

  • Potential to "round trip" asset data and related information to external customers in a consistent format

  • Access to a network of other ADAC user councils and forums that can provide support in leveraging and value adding to asset registration processes and other associated asset management activities

  • A framework allowing relevant software vendors to understand and develop solutions to support the immediate and practical needs of their users.

CONSORTIUM MEMBERS

The ADAC Consortium currently includes:

  • Brisbane City Council

  • Gympie Regional Council

  • Lockyer Valley Regional Council
  • Moreton Bay Regional Council

  • Redland City Council

  • Sunshine Coast Regional Council

  • Toowoomba Regional Council

  • Townsville City Council

Gold Coast City Council  and Whitsunday Regional Council are Associate Members.

A number of other local governments, both in Queensland and interstate, are either investigating or are in the process of joining the ADAC group.  The consortium is happy to arrange demonstrations to interested utilities.

Newsflash

13 March - Lockyer Valley Regional Council has joined the consortium with the view that ADAC will become the standard form of submission of constructed plans for both previous Laidley and Gatton Shires. Timeframes for the mandated used of the system has not been confirmed, however Council is committed to implementing ADAC to improve as constructed plan checking and record keeping.
